The "Blue Book" refers to the Quality Standards for Inspection and Evaluation issued by the Council of the Inspectors General on Integrity and Efficiency (CIGIE). It serves as a guide for federal, state, and local oversight organizations, providing a framework for conducting inspections and evaluations. These standards are designed to ensure that inspection and evaluation activities are carried out with independence, objectivity, and thoroughness, promoting efficiency, effectiveness, and accountability. My goal is to not only help you understand these standards but also to see how they can be applied in real-world situations.
